Paul Olivier has been elected to take over as MD of Jeffares & Green Engineering & Environmental Consulting, from 1 March 2015. He has been with the firm for 30 years.
Olivier graduated from the University of Witwatersrand with a B.Sc. in Civil Engineering, followed by a Diploma in Business Management and a Master’s degree (cum laude) from the University of Pretoria.
In 1993 he was instrumental in forming Dynatest Africa, a specialist pavement engineering and equipment company jointly owned by Jeffares & Green and Dynatest International. He has been CEO of Dynatest Africa since inception.
He also formed Specialised Road Technologies in 1997, a pavement surveillance and asphalt testing company.
In 2002 Olivier was elected to the EXCO of Jeffares & Green and in 2004 became Regional Director responsible for the northern provinces.
He is widely respected for his knowledge of pavement design, materials and management of all types of pavements as well as performance-based contracts. He frequently investigates premature pavement failure and acts as an expert witness.
Phakamile Ngqumshe becomes J&G branch manager
Phakamile (Phaks) Ngqumshe takes over from Paul Olivier as branch manager of Jeffares & Green’s head office in Sunninghill, Johannesburg on 1 March 2015, simultaneously becoming regional director (northern region) and a member of J&G’s EXCO. He will continue to serve as a director of Transportation & Traffic Technology Africa and as a board member of Specialised Road Technologies.
Ngqumshe joined J&G in 1996 as a junior technician at the Pietermaritzburg office (after receiving a study bursary from the firm in 1994). After a year in the design office, he was transferred site and enrolled for a BSc. Eng. (Civil) at Wits which he completed in 2002.
Ngqumshe has been involved in various aspects of numerous roads projects, including field work, geometric and hydrological design, materials testing, supervision, documentation and contract administration.
Between 2006 and 2008 he completed the “Accelerated Development Programme” within J&G – a programme to identify potential managers and give them accelerated training.
